The ACTA (Alliance of Canadian Travel Association) Performance Plan is not yet a reality ... The principle upon which it is based is that the user would be required to make a small payment on each purchase of prepaid travel services. The accumulated monies would be used to buy an insurance policy, the proceeds of which would respond in the event of a financial default on the part of any of the suppliers involved.
