The extent of the decline in the ratio in 1993-94 and resulting rebound in 1994-95 is largely attributable to one-time factors, which dampened budgetary revenues in 1993-94. These are set out in Table 16 and include, among others: - transitional costs associated with the restructuring of the child benefit system and the netting of the child tax benefit from personal income tax revenues; - reductions in the personal income surtax announced in the February 1992 budget.

Le fléchissement du ratio des recettes au PIB en 1993-94 et son redressement en 1994-95 sont attribuables en grande partie à des facteurs ponctuels qui ont diminué les recettes budgétaires en 1993-94. Ces facteurs, décrits au tableau 15, comprennent notamment : - les coûts liés à la restructuration du régime de prestations pour enfants et l'imputation du régime fiscale pour enfants au produit de l'impôt sur le revenu des particuliers; - les réductions de la surtaxe sur les particuliers annoncées dans le budget de février 1992.
