Depuis sa création en 1988, le Fonds Pérou-Canada bénéficie de l'aide financière de l'Agence canadienne de développement international dans le but de briser le cycle de la pauvreté au Pérou. L'exemple du Fonds Pérou-Canada illustre bien en quoi consiste un «fonds de contrepartie». C'est un arrangement qui permet de tirer de la vente de produits canadiens au Pérou des fonds servant à venir en aide aux populations pauvres de ce pays. Ce système est utilisé par l'ACDI un peu partout dans le monde pour financer des programmes de développement.
