The CNAD [Conference of National Armaments Directors] approved in 1989 a detailed non-mandatory guidance called Phased Armaments Programming System (PAPS), revised in 2010, to provide a framework for establishing and managing collaborative programmes on the basis of harmonized military requirements. It describes the various phases of a programme and how they are to be managed in an integrated and through-life manner.
