Du nom de son créateur, Arthur Pigou, la taxe pigouvienne a pour objectif d'incorporer dans le coût d'un produit l'ensemble des effets induits par sa production tels que la pollution. Ce système vise ainsi à rétablir une concurrence plus juste entre des pays où les normes anti-pollution sont élevées et les pays où l'environnement n'est qu'une variable parmi d'autres.
