Evaluation phase. 4.4.1 Purpose. The purpose of the evaluation phase is to execute the challenge. 4.4.2 Outcomes. As a result of a successful implementation of the evaluation phase, challenge events are conducted, and quality evidence is collected to inform procurement decisions. 4.4.3 Activities and tasks. The procuring organization shall define its processes for: a. Implementing communications plans[;] b. Executing challenge; The procuring organization should consider holding a series of pre-solicitation conferences and/or vendor logistic days to explain the challenge.
