Pour protéger les intérêts de l'État, les documents de vente ou de transfert prioritaire à d'autres paliers de gouvernement font état de la possibilité d'un changement de zonage et d'une revente à profit de l'immeuble par l'acheteur et tiennent compte du fait que l'immeuble est excédentaire.
