The program memorandum ... is to be included only in the Spring MYOP submission. The memorandum must describe any changes in policies or priorities affecting the program since the previous Spring Review of MYOPs. It is to supplement, where required, the statement of program objectives shown in the latest Main Estimates.

Program memorandum: Officially approved by the Management Committee for the BCF (budgetary, accounting and finance) Glossary. Use of this term is mandatory in Canadian government texts.

Il doit décrire tous les changements apportés aux politiques ou aux priorités relatives au programme depuis l'examen du dernier POP du printemps. Cette formule vient compléter, au besoin, l'énoncé des objectifs du programme qui figurent dans le Budget des dépenses principal.

Le Conseil du Trésor du Canada a annoncé, le 5 février 1998, que l'équivalent français de Main Estimates devient «Budget principal des dépenses», et celui de Supplementary Estimates, «Budget supplémentaire des dépenses».
