Il s'agit d'un palier où un mouvement ascendant de personnel est considéré comme de l'avancement professionnel. Il ne correspond pas nécessairement à un niveau de classification. Autrement dit, passer de EX1 à EX2 ne serait plus considéré comme une promotion, mais passer de EX1 à EX3 le serait en raison d'un changement fondamental de la nature du travail.
