In 1994, the Chief of Review Service put forth the Protection of Resources and Ethics Programme (PREP). It promised to be a comprehensive programme aimed at "reducing the management risks inherent in broadly delegating authorities ...."[30]. Unfortunately PREP was never implemented, nor was an explanation given publicly for its curtailment. Although the preservation of resources aspect of the programme was not adopted, work on the ethics element was developed.
