The definition of a public health system is contingent on the meaning and scope of public health. In keeping with the Acheson definition of public health, "public health is the science and art of preventing disease, prolonging life and promoting health through the organised efforts of society" ... This is a very broad definition that emphasises "whole of government" and "whole of society" approaches.
