The REACT [Rapid Expert Assistance and Co-operation Team] concept, which was forged by the United States and adopted by the OSCE [Organization for Security and Co-operation in Europe], ... commits governments to develop at the national level, as well as at the OSCE level, the capacity to set up teams with a wide range of civilian expertise that the OSCE would be able to deploy to assist in conflict prevention, crisis management and post-conflict rehabilitation. Le concept de REACT [Équipe d'assistance et de coopération rapides], qui a été élaboré par les États-Unis et adopté par l'OSCE [Organisation pour la sécurité et la coopération en Europe], [...] engage les gouvernements à mettre en place, au niveau national comme à celui de l'OSCE, les moyens nécessaires pour créer des équipes possédant de larges compétences dans le secteur civil, que l'OSCE pourrait déployer pour contribuer à la prévention des conflits, à la gestion des crises et au relèvement après un conflit. El concepto REACT [Equipo de asistencia y cooperación rápidas] de la OSCE [Organización para la Seguridad y la Cooperación en Europa], emanado directamente de las decisiones adoptadas en la Cumbre de Estambul en 1999 y que fue aprobado por el Consejo Permanente de la OSCE en junio de 2000, esboza un programa ambicioso para profesionalizar aún más las operaciones sobre el terreno y aumentar la interoperabilidad.
