This applies as much where the rebels' object is to establish a new state as where they aim at the overthrow and replacement of the government of an existing state. [La reconnaissance d'insurrection] intervient lorsqu'un soulèvement maritime a pris les proportions d'une véritable guerre civile, entreprise par des chefs responsables dans un but politique. Sa portée reste extrêmement réduite, car elle n'entraîne aucune reconnaissance de belligérance au profit des insurgés, qui en peuvent exercer ni le droit de visite ni le blocus.
