Lorsqu'un agent est autorisé à émettre des polices et des reçus de renouvellements, on l'appelle "agent émetteur". Il arrive assez souvent que ce genre d'agent ait le pouvoir de "lier" les compagnies, c'est-à-dire qu'il peut accepter un risque au nom de la compagnie sans son consentement préalable. Un agent émetteur est aussi habituellement autorisé à contresigner les polices, les renouvellements et les avenants.
