Le projet pilote visait à renforcer la conservation dans les pêches commerciales aux poissons de fond de la région du Pacifique par une série de mesures, notamment l'amélioration du contrôle des prises accessoires, la réduction des rejets et la responsabilisation des pêcheurs pour leurs prises accessoires.
