In order to provide the necessary stewardship to the [Voluntary Sector] Initiative, a Reference Group of Ministers was established by the Prime Minister in February 2000. Chaired by Minister Lucienne Robillard, the Reference Group is comprised of Deputy Prime Minister Herb Gray, Ministers Sheila Copps, Allan Rock, Martin Cauchon, Jane Stewart, and Maria Minna, and Secretary of State Hedy Fry. The Reference Group of Ministers provides strategic policy direction and co-ordination for the government, stewardship of the relationship and a locus for dialogue between the government and sector leadership.
