Le commissaire nomme ses membres. Le Conseil formule des recommandations sur l'amélioration de la capacité d'intervention en cas de déversement dans la Région du Pacifique, afin de protéger les intérêts du public et de minimiser les impacts environnementaux. Les incertitudes entourant actuellement le programme ont remis en question l'utilité de Conseil.
