The presiding official of a swearing-in ceremony may be a citizenship judge, or a volunteer presiding official (i.e. member of the Order of Canada, recipient of the Order of Military Merit, etc.) provided they are authorized by the Registrar of Canadian Citizenship and they have volunteered to participate.
