Part of the harm reduction programs initiated for drug users (for example, in Europe, for heroin addicts). Doctors in community health centres prescribe heroin, for example, to users to enable them to stay on heroin (thereby preventing withdrawal symptoms) and to get safe heroin. Advantages of these programs: keep users off the streets, maintains contact with physicians, less risk of HIV, make support available when users are ready to go off drug, undercut underground drug trade, reduce crime related to drug trade. The methadone maintenance programs are another example of harm reduction programs. They eliminate the need for needles because methadone is taken by mouth. These programs were pioneered in the city of Merseyside, England, and have been adopted in various European cities, but not yet in Canada. They have been in existence for more than 20 years.
