In order to help accelerate the benefits that Canadians can realize from information technologies, the Government of Canada created a blue ribbon panel of experts to advise on how Canada can take a leading role in developing "smart communities." Upon the panel's recommendations, the government has committed to establishing a Smart Community demonstration project in each province, the North and an Aboriginal community by the year 2000. The federal government envisions Smart Communities as communities that use information technology in new and innovative ways to empower their residents, institutions and region as a whole. Smart Communities make the most of the opportunities that new technologies afford - for better health care delivery, for better education and training, and for growing businesses. Afin de mettre rapidement les avantages de l'infotechnologie à la portée des Canadiens, le gouvernement du Canada a formé un groupe d'experts qui le conseille sur la façon dont notre pays peut assumer le rôle principal dans la création de collectivités ingénieuses. Donnant suite aux recommandations du groupe, le gouvernement s'est engagé à lancer un projet pilote portant sur l'établissement d'une collectivité ingénieuse dans chaque province, dans le Nord et en milieu autochtone, d'ici à l'an 2000. Pour le gouvernement fédéral, les collectivités ingénieuses sont des entités qui utilisent l'infotechnologie de façon novatrice pour dynamiser leurs membres, leurs institutions et leur région prise dans son ensemble. Les collectivités ingénieuses exploitent au maximum les possibilités offertes par les nouvelles technologies, pour améliorer les services de santé, l'éducation et la formation professionnelle et pour favoriser la croissance de leurs entreprises.
