In November 2003, this requirement translated into action when the Department [of Employment and Immigration] launched the Strategic Framework to Foster Immigration to Francophone Minority Communities outside Quebec. The Framework describes a series of measures designed to increase Francophone immigration from 3.4% to 4.4% by 2008.
