A related consideration is the sunk-cost investment that the home country has made in educating the immigrant, providing tax-funded health care and so forth. Once incurred, of course, sunk costs are supposed to be ignored, but if home country policymakers anticipate a steady outflow of highly educated and skilled citizens in the future, it makes sense to reconsider the existing universal subsidy schemes embedded in education and Medicare policies.

Un aspect connexe est l'investissement irrécupérable que le pays d'origine a engagé pour l'éducation de l'émigrant, les soins de santé financés par les deniers publics et ainsi de suite. Bien sûr une fois engagés, les coûts irrécupérables sont censés être ignorés mais, si les responsables des politiques du pays d'origine prévoient pour l'avenir un flux soutenu de départs de citoyens hautement scolarisés et qualifiés, il devient logique de reconsidérer les programmes universels existants de subvention qui font partie intégrante des politiques d'éducation et d'assurance-maladie.
