Current Regulations list food additives in 15 different tables based on functions of the additive, for example, anti-caking and pH adjustment agents, preservatives, etc. Health Canada is proposing to regulate additives in two categories. Additives on the SURE (Safety Universally Recognized) List, in which about 36 percent of all additives fall, will be permitted at good manufacturing practices levels unless precluded by a standard. The second list will include additives where greater control is required to ensure safety and Health Canada will prescribe both finite levels of use and the purpose of the additive.
