En l'absence de radar de surface, la circulation des véhicules est strictement réglementée, voire interdite, le mouvement des avions est limité à un seul par zone et une seule bretelle de sortie est activée.

Lorsqu'un radar de surface est installé, l'information présentée au contrôleur lui permet de suivre l'évolution des avions, de vérifier que les pistes sont bien dégagées avant un mouvement, de donner de l'information liée à la sécurité, mais cette information ne doit pas être communiquée sous forme de caps spécifiques.
