Once project design properly speaking is completed, the proponent must develop a technical supervision program, that is, a series of control activities and measurements for ensuring project execution complies with plans and specifications.

The last stage is implementation of a technical supervision program for work-schedule and cost control and an environmental monitoring program to ensure implementation of environmental recommendations or corrective measures.

Suite à la conception proprement dite de son projet, le promoteur doit procéder à l'élaboration du programme de surveillance technique, c'est-à-dire à la mise en place d'un ensemble de mesures et de relevés visant à contrôler la réalisation du projet conformément aux plans et devis.

Enfin, la dernière étape consiste à mettre en application un programme de surveillance technique dont l'objectif est de contrôler les coûts et les échéanciers de réalisation ainsi qu'un programme de suivi environnemental dont le but est d'assurer l'application des recommandations ou des mesures de correction sur le plan environnemental.
