In order to understand better the tropical ocean/atmosphere system and its effect on the climate at higher latitudes, the Tropical Ocean and Global Atmosphere (TOGA) program was initiated in 1985 and extends over a ten-year period. TOGA is part of the World Climate Research Program (WCRP). The WCRP was established by the World Meteorological Organization (WMO) and the International Council of Scientific Unions (ICSU), with the objective to determine to what extent the climate can be predicted and the extent of man's influence on climate.
