A two-stage tender begins with a public advertisement, usually in the newspapers, seeking a letter to identify interested parties. Interest can be demonstrated by letter to the department or can also be by the completion of a form submitted by the department. In the second stage, only the qualified parties are invited to submit an irrevocable offer to lease.

Ces dernières peuvent exprimer leur intérêt au Ministère en lui faisant parvenir une lettre ou en remplissant un formulaire soumis par le Ministère. Au cours de la deuxième étape, seules les parties sélectionnées sont invitées à soumettre une offre de location irrévocable à l'ouverture de soumission publique.
