At the end of the Gulf War en 1991, the UN set conditions for ceasefire and created UNIKOM to ensure that Iraq complied with these conditions. UNIKOM's purpose is to monitor the Knor Abdullah waterway between Iraq and Kuwait, and to patrol the 15-kilometre demilitarized zone between the two countries. On 3 April 1998, the UN Security Council concurred with the Secretary General's recommendation and decided to maintain UNIKOM for a further six months.

À la fin de la guerre du Golfe en 1991, l'ONU a fixé les conditions d'un cessez-le-feu et créé la MONUIK, pour s'assurer que l'Iraq respectait ces conditions. Le mandat de la MONUIK consiste à surveiller la voie navigable de Knor Abdullah, entre l'Iraq et le Koweït, et à patrouiller la zone démilitarisée de 15 kilomètres qui sépare les deux pays. Le 3 avril 1998, le Conseil de sécurité de l'ONU a approuvé la recommandation du Secrétaire général et décidé de prolonger le mandat de la MONUIK de six mois.
