... a violation of a condition of the reactor operating licence, the Physical Security Regulations, the Transport Packaging of Radioactive Materials Regulations, or the Atomic Energy Control Regulations and, without limiting the generality of the foregoing, includes: (a) any failure to comply with the Operating Policies and Principles or any other documents referenced in the operating licence; (b) any interference with the operation of any safeguarding equipment installed by or on behalf of the International Atomic Energy Agency.
