This report was the product of a joint policy exploration process undertaken by a group of voluntary sector leaders and senior government officials. This joint exercise, which has come to be known as the Joint Tables Process, delineated three distinct areas requiring strategic investment and attention: improving the relationship between the government and the sector; enhancing the capacity of the sector to serve Canadians, and improving the legislative and regulatory environment in which the sector operates.

[Ce rapport] [...] a été le fruit d'un travail conjoint d'exploration des politiques effectué par un groupe de dirigeants du secteur bénévole et de hauts fonctionnaires du gouvernement. Ce travail, que l'on a appelé processus des Tables conjointes, a permis de cerner trois domaines distincts auxquels il fallait consacrer des ressources et une attention stratégiques, soit : l'amélioration de la relation entre le gouvernement et le secteur bénévole; le renforcement des moyens d'action dont dispose le secteur pour servir les Canadiens; l'amélioration du cadre législatif et réglementaire dans lequel le secteur exerce son activité.
