La iniciativa popular está regulada por el artículo 87.3 de la Constitución que dice que no podrán admitirse como iniciativas populares aquéllas que aborden materias propias de leyes orgánicas o sean de naturaleza tributaria o de carácter internacional, o hagan referencia a la prerrogativa de gracia. Tampoco cuentan las referidas a cuestiones presupuestarias y de Hacienda.
