Elective service is any period of employment, either in the Public Service or with some other employer that occurred before the employee became a contributor to the Public Service Pension Plan. The plan member may choose to count these periods of prior service as pensionable service.

OBS

elective pensionable service: "Elective" means that the period may be purchased, i.e. credited to the employee's record, whereas "pensionable" means that it has already been credited. Therefore, it is better to simply use the term "elective service."

The Second Language Scholarship Program is a positive measure to help eliminate barriers to career advancement in designated employment equity groups including persons with disabilities. The program offers a limited number of scholarships for full-time individual language training. The aim is for the participating employee to progress in their second language from level B to level C in oral interaction, and in doing so, prepare them to potentially obtain an executive-level position.

As a rule, exchanges or assignments involving placements with organizations outside the federal government are made under an Interchange Canada Agreement and are governed by the applicable rules. In order to conclude an Interchange Canada Agreement, participants must clearly demonstrate attachment to their home organization and support of their home organization, and that they remain an employee of that organization. Futhermore, participants must return to their home organization at the end of the assignment, unless all parties agree to other arrangements. The Agreement spells out the details of the temporary assignment, including the rights and responsibilities of the Department of Justice, the host organization and the participating employee. The Agreement must be signed by all the parties concerned prior to commencement of the assignment.
