In September 1996 the European Works Councils Directive (Directive 94/95/EC) came into force, obliging large enterprises operating across the European Union to establish groups and forums for the purposes of informing and consulting employees. The multi-national groups and companies affected are those with a minimum of 1,000 employees in the 15 countries of the EU, with 150 employees in at least two of these countries.

La Directive sur les Comités d'entreprise européens (Directive 94/95/EC) a pris effet en septembre 1996, obligeant les grandes entreprises qui opèrent dans toute l'Union européenne à instaurer des groupes et forums dans le but d'informer et de consulter les salariés.
