La CIPR recommande que la limite de dose du public soit établie à partir d'une comparaison avec le débit de rayonnement de fond naturel qui est généralement d'environ 2 mSv par année, y compris le rayonnement qui provient naturellement des produits de filiation du radon. On a également envisagé une projection du risque de cancer mortel sur la vie entière, qui est d'environ 1 sur 10 000 pour 1 mSv par année pendant 70 ans.
