The Fisheries Access Program (FAP) component of the Initial Marshall Response Initiative (MRI) relied on an approach of voluntary retirement of commercial licenses. It emphasized providing First Nations with access to the fishery through the retirement and issuance of licences and quotas, and facilitating the transfer of vessels and equipment to First Nations groups.
