These are intensive programs where offenders live together in a separate unit. Assessments must be completed using standardized instruments, and the program must include the therapeutic use of behavioural limits and sanctions, as well as positive peer pressure and support, confrontation and the promotion of personal and social responsibility. The program must contain education and formal skill development elements as well as counselling.
