Afin de résoudre la crise de la dette, dans les années 1980, de nouveaux modes d'emprunt se sont ajoutés à ceux mis en place à l'origine, qui étaient des crédits à court terme ne dépassant pas 100 % de la quote-part des États. Ce pourcentage a explosé dans les années 1980, avec la politique d'«accès élargi» qui permet à des pays du tiers-monde d'obtenir des prêts à intérêt jusqu'à plus de quatre fois leur quote-part.
