The Japanese cabinet decided on March 31, 1995, to merge the Export-Import Bank of Japan (EXIMBJ) and the Overseas Economic Cooperation Fund, Japan (OECF), and the preparatory work got under way at the time. On April 23, 1999, "The Japan Bank of International Cooperation Law" was approved by the Diet, thus facilitating the establishment of "Japan Bank for International Cooperation" (JBIC) on October 1, 1999, by merging EXIMBJ and OECF.
