In 1996 the Committee for the Advancement of Native Employees (CANE) proposed the creation of a program to develop high-potential Aboriginal/Inuit employees in the Department of Indian Affairs and Northern Development (DIAND) for future acting appointments at the executive level. The result was the establishment of the Aboriginal Management Executive Development (AMED) program. The program offers the potential for internal upward movement of DIAND's Aboriginal/Inuit employees who occupy upper middle management level positions. While providing developmental opportunities, this program is key in improving Aboriginal/Inuit representation in DIAND at the executive level.

En 1996, le Comité pour l'avancement des employés autochtones (CAEA) a proposé la création d'un programme pour perfectionner les employés autochtones du ministère des Affaires indiennes et du Nord Canada (MAINC) présentant un fort potentiel en vue de nominations intérimaires au niveau de la direction. Il en a résulté la formation du Programme de perfectionnement des cadres autochtones (PPCA). Le programme offre la possibilité de mouvement interne vertical des employés autochtones du MAINC qui occupent des postes de cadre intermédiaire. Tout en offrant des occasions de perfectionnement, ce programme est essentiel pour améliorer la représentation autochtone dans la gestion supérieure du MAINC.
