Courses in French took root in the 1960s as well. Assessment was based upon an internationally recognized numeric standard for four skills: proficiency in listening, reading, writing and speaking. That numeric standard, still used in the US and in NATO, was superseded in 1996 by the public service alpha-standard in three skills: reading, writing and oral interaction.

Les cours en français ont eux aussi débuté dans les années 60. L'évaluation reposait sur une norme numérique reconnue à l'échelle internationale et applicable à quatre compétences : compréhension, lecture, écriture et expression orale. Encore en usage aux États-Unis et à l'OTAN, cette norme numérique a été remplacée en 1996 par la norme alphabétique de la fonction publique dans trois domaines de compétence : lecture, écriture et communication orale.
