By the World Wide Web Consortium (W3C). "This specification provides guidelines for Web authoring tool developers. Its purpose is two-fold: to assist developers in designing authoring tools that produce accessible Web content and to assist developers in creating an accessible authoring interface. Authoring tools can enable, encourage, and assist users ("authors") in the creation of accessible Web content through prompts, alerts, checking and repair functions, help files and automated tools".

"The working language of the W3C is English. The official version of a W3C document is the English language version at the W3C site. The W3C tries to reach as many people and organizations around the world as possible. But translating specifications is a lot of work, and we need your help. We made it easy to help us with translations, and invite you to volunteer to translate some W3C specification, alone or together with somebody else".
