In every well-organized Foreign Office there is an important officer called the Chief of Protocol who decides matters relating to the rules of diplomatic and state etiquette and ceremony. He briefs newly-arrived ambassadors-designate on procedures regarding the presentation of credentials and related matters. He is consulted by members of the diplomatic corps on questions regarding precedence, correct procedure, formalities at official ceremonies, courtesies, seating arrangements at dinner, dress and the like. He is the arbiter of ceremonial usage and local custom. His decisions on unofficial matters are not binding but they are generally followed.

At some capitals, [the Introducer of Ambassadors] is the officer whose function is to fetch the ambassador, who is scheduled to present his credentials, from his embassy to the residence of the Head of State and introduce him to the latter at the presentation ceremony. At other capitals, the officer who corresponds to the Introducer of Ambassadors is the Master of Ceremonies. At the Court of St. Jame's, this function is performed by Her Majesty's Marshall of the Diplomatic Corps, in Washington by the Chief of Protocol.
