In radar operations, the reception and visual display of radar echoes caused by precipitation, chaff, terrain, numerous aircraft, or other phenomena.

OBS

Such echoes may limit or preclude ATC [air traffic control] from providing services based on radar.

CONT

Clutter is the result of echoes from land, water, weather, and so forth. The unwanted echoes can consist of ground clutter (echoes from surrounding land masses), sea clutter (echoes from the irregular surface of the sea), or echoes from clouds and rain.

radar clutter: term officially approved by the International Civil Aviation Organization (ICAO) and by the RADARSAT-2 Terminology Approval Group (RTAG).
