The [Council of Europe] has been created after the Second World War in order to achieve a greater unity between its members for the purpose of safeguarding and realising the ideals and principles which are their common heritage and facilitating their economic and social progress.

Apart from its 47 member states, the Council of Europe has close links with numerous non-member states, five of which have had observer status with the organization: the Holy See (since 1970), the United States of America, Canada and Japan (1996) and Mexico (1999).

El Consejo de Europa es un organismo compuesto por 47 países que tiene como función la defensa de los derechos humanos, la democracia y el imperio de la ley en los países del continente. Fue creado poco después de la Segunda Guerra Mundial, en 1949. Este organismo es ajeno a la Unión Europea.

Consejo de Europa: La Fundación del Español Urgente (Fundéu BBVA), con el asesoramiento de la Real Academia Española, indica que aunque parecidas, "Consejo de Europa" y "Consejo Europeo" son denominaciones de instituciones distintas que es preciso distinguir.
