The Covert Operations Branch at National Headquarters is the policy centre for the Source Development Unit Program. The purpose of the Source Development Unit Program is to prevent, investigate and disrupt criminal activities in Canada through the development of human sources who are believed to be capable of contributing information for national security and organized crime investigations. Source Development Units (SDU) are dedicated support teams that are target-specific, and have been trained in the application of specialized methodology. Each SDU will operate in a covert fashion. The role of SDUs is solely to develop human sources, i.e. targeting, researching, approaching and recruiting individuals, who are believed to be capable of contributing information for the investigation of criminal activity. The SDUs assigned to national security investigations report to the divisional Criminal Operations Officer/delegate. Members trained in the application of source development unit methodology may be redeployed based on operational requirements.

La Sous-direction des opérations secrètes à la Direction générale est le centre de décision du Programme des groupes de recrutement des sources. Le Programme des groupes de recrutement des sources a pour mandat de faire enquête sur les activités criminelles au Canada ainsi que de les prévenir et de les perturber et ce, par le recrutement de sources humaines capables de fournir de l'information à l'appui des enquêtes relatives à la sécurité nationale et au crime organisé. Les groupes du recrutement des sources (GRS) sont des équipes de soutien spécialisé et ciblé, formées à l'utilisation de méthodes spécialisées. Chaque GRS fonctionne de manière clandestine. Le rôle des GRS consiste uniquement à recruter des sources humaines, c-à-d. cibler, trouver, approcher et recruter des personnes capables de fournir de l'information à l'appui d'une enquête sur une activité criminelle. Les GRS affectés aux enquêtes relatives à la sécurité nationale relèvent de l'officier responsable des enquêtes criminelles (OREC) de leur division ou de son représentant. Les membres ayant reçu la formation sur le recrutement de sources peuvent être redéployés selon les besoins opérationnels.
