In Chapter 4 of the Federal Budget 2008, titled "Leadership at Home and Abroad", the Canadian Government describes how they will provide the resources and direction required to enable Canada to reassert its influence in global affairs by, among others, providing international assistance. This is the framework for the recently announced Development Innovation Fund (DIF) to be operationalized by the International Development Research Centre (IDRC). The Canadian Government will be dedicating an initial $50 million Canadian dollars over the next two years to a new Development Innovation Fund (DIF), to create breakthrough discoveries with the potential to significantly improve the lives of millions in the developing world. Au chapitre 4 du Budget fédéral 2008, intitulé «Leadership au pays et à l'étranger», le gouvernement décrit comment il entend fournir les ressources et l'orientation requises pour permettre au Canada de rétablir son influence sur la scène internationale, notamment au chapitre de l'aide internationale. C'est dans cette optique qu'il a récemment annoncé et établi le Fonds d'innovation pour le développement (FID), qui devra être mis en œuvre par le Centre de recherches pour le développement international (CRDI). Le gouvernement canadien compte verser une somme initiale de 50 millions de $ canadiens sur deux ans à un nouveau Fonds d'innovation pour le développement (FID), en vue de favoriser des percées décisives susceptibles d'améliorer sensiblement la vie de millions d'habitants des pays en développement.
