L'incinération des déchets ménagers a pour effet de concentrer les éléments polluants des DMS [déchets ménagers spéciaux] dans les résidus de chloruration, les cendres de dépoussiérage des fumées et dans les mâchefers. Les normes de dépollution en vigueur fixées par l'arrêté du 25 janvier 1991 relatif à l'incinération des déchets urbains entraînent un surcoût équivalant pour une usine d'incinération d'ordures ménagères (UIOM) au tiers du montant des investissements, de même que pour le traitement des mâchefers avant leur valorisation.
