De l'accomplissement de l'élément matériel, il faut distinguer sa manifestation. Cela peut avoir beaucoup d'importance quant à la compétence. La loi pénale n'est pas extra-territoriale par cela seul qu'elle saisit des comportements, accomplis de l'extérieur, mais manifestant, sur le territoire qu'elle régit, un résultat caractéristique des éléments constitutifs de l'infraction.
