In September 2000, the Government of Canada, provincial and territorial governments' reached an historic agreement to improve and expand the services and programs they provide for children under 6 years of age and their families. The Federal/Provincial/Territorial Early Childhood Development (ECD) Agreement is a long-term commitment to help young children reach their potential, and to help families and the communities in which they live support their children.

En septembre 2000, les Premiers ministres ont conclu une entente importante sur le développement de la petite enfance visant à favoriser le bien-être des jeunes enfants canadiens. Cette entente prévoit que le gouvernement du Canada verse 2,2 milliards de dollars échelonnés sur cinq ans, à compter de 2001-2002, aux gouvernements provinciaux et territoriaux en vue de les aider à améliorer et à élargir les programmes et les services de développement de la petite enfance.
