The Grain Inspection Act of 1904 clarified and consolidated the previous inspection legislation without, however, making substantive changes. Again in response to requests from producers, the government appointed a Royal Commission. The Commission's recommendations brought about, in 1908, further changes to the Manitoba Grain Act and the Grain Inspection Act.

La loi sur l'inspection des grains de 1904 clarifiait et refondait les lois précédentes sur l'inspection sans toutefois apporter de changements majeurs. Encore à la demande des producteurs, le gouvernement instituait une Commission royale d'enquête. Suite aux recommandations de la Commission, la Loi des grains du Manitoba et la Loi sur l'inspection des grains ont de nouveau été modifiées en 1908.
